The NOPSA Facility Integrity National Programme focussed on prevention of loss of containment of process petroleum fluids that may arise from failure of offshore topside process equipment, piping, systems and topside structures of production and storage facilities.
The NOPSA Facility Integrity National Programme was an initiative aimed to reduce the number of uncontrolled hydrocarbon releases. As a joint initiative with APPEA and to ensure a consistent approach in reporting uncontrolled hydrocarbon releases, some operators of hydrocarbon producing facilities were requested to report uncontrolled hydrocarbon releases in a standardised format using the Uncontrolled Hydrocarbon Release Report form. This enabled NOPSA to regularly assess and identify trends and to report back to the industry in a generic and manner.
The Final Report for this National Programme was released following its conclusion in 2009.
Prompt sheets have been developed to be used for onshore interviews and offshore inspections by NOPSA (and NOPSEMA) OHS inspectors. The prompt sheet topics are:
- Facility Integrity management system - onshore
- Topsides maintenance system - onshore
- Topsides maintenance system - offshore
- Topsides process integrity
- Topsides pressure integrity
- Topsides corrosion and erosion
- Topsides structural integrity
- Small bore piping, tubing and flexible hoses
These prompt sheets may also be useful to industry in their development of systems to manage facility integrity.
