For Commonwealth waters, under the Offshore Petroleum and Greenhouse Gas Storage (Safety) Regulations 2009 [OPGGS(S)], a facility must have a registered operator. A facility includes a licensed pipeline. Similar operator nomination, registration and deregistration provisions apply in coastal waters where States/NT have made legislation that mirrors Commonwealth legislation.
Using the nomination forms
Form - Facility Operator Nomination - use for vessels and structures located in either Commonwealth or Designated Coastal Waters and for pipelines located in Commonwealth and Northern Territory Designated Coastal waters. Please use one form for each facility (i.e. one form for each vessel, structure or licensed pipeline). Connecting pipelines with separate licence numbers should be nominated separately.
Form - Pipeline Operator Nomination - use only for pipelines located in State Designated Coastal Waters.
Note: a pipeline that runs through both Commonwealth or Northern Territory waters and State Designated Coastal Waters requires a separate nomination form for each licensed section of the pipeline [i.e. a Facility Operator Nomination for the Commonwealth/Northern Territory Waters section (N-01000-FM0008) and a Pipeline Operator Nomination for the State Designated Coastal Waters section (N-01000-FM0080)].
Operator Register
NOPSEMA is required by the OPGGS Regulations to maintain and publish a register of operators.
