Control Measures and Performance Standards

This guidance note discusses the process of identifying, considering and adopting control measures, and the development of performance indicators for these measures. They will be of use to those involved in the development of a facility safety case and will also be highly relevant to those responsible for managing ongoing operations and maintenance activities. |
| Core Concepts |
- Control measures are the features of the facility that eliminate, prevent, reduce or mitigate the risk of MAEs. They can be physical equipment, process control systems, management processes, operating or maintenance procedures, the emergency plan, key personnel & their actions
- A range of control measures must be considered within the safety assessment
- The control measures must be understood in terms of their effectiveness; this will include consideration of a range of factors including their functionality, reliability, independence, survivability, maintainability, availability and reasonable practicability.
- Control measures must be adopted which eliminate or reduce risks to ALARP, and must be reviewed periodically to ensure risks remain ALARP
- Performance standards must be developed for controls which are used as a basis for managing major accident events
- NOPSEMA will expect the safety case to show that the operator understands the linkage between the identified hazards, the adopted control measures and the corresponding functioning of the SMS
