Principal Audience This guidance note forms part of a suite of five guidance notes which are designed to help operators through the process of conducting a formal safety assessment in support of the evidence that risks are reduced to a level that is ALARP. These guidance notes will be of use to those with responsibility for planning and developing the facility safety case, and those involved in ongoing risk management through operations and maintenance of control measure performance standards. This suite comprises the following documents:

  • Control Measures and Performance Standards
Core Concepts

    The key output is an understanding of :

  • the risk and the controls that are critical to controlling risk
  • The consequences of MAEs
  • The likelihood of potential MAEs being realised
  • Qualitative & quantitative assessment techniques
  • Uncertainties, assumptions and sensitivities
  • Clear linkages between hazards, major incidents, control measures and the associated consequence and risk
Consultation Process This guidance note was posted as a draft discussion document for consultation. Comments were invited from industry and other interested stakeholders. This guidance note was then subject to stakeholder workshops to address any outstanding areas of difficulty. Following the workshop, NOPSEMA has incorporated agreed changes and updated the guidance note. The finalised guidance note has been published on the NOPSEMA website.
